Electric Scooters are legal - within the relevant regulations
In 2025, Connecticut officially transitioned from the term "electric foot scooter" to a broader "Electric Scooter" classification. Under CGS § 14-1, these devices are treated with the same legal rights and responsibilities as bicycles, but with newly clarified equipment and safety mandates. This means you can ride the Bo Model-M.

New Definitions and Equipment Limits
Weight Limit Increase: As of October 1, 2025, the maximum weight for an electric scooter has been increased from 75 lbs to 100 lbs.
Speed and Power: Scooters must be limited to a maximum speed of 20 mph. Any device capable of exceeding this may be reclassified as a "motor-driven cycle," requiring a driver's license and registration.
Seating: The new law now explicitly allows for scooters to be designed for either an upright (standing) or seated position, provided they meet all other criteria.
Updated Helmet Laws
The "Under 18" Rule: The mandatory helmet age has been raised. As of late 2025, all riders under 18 years old are required by state law to wear a helmet.
Adults: While not mandated for adults over 18 at the state level, several municipalities strongly "recommend" them for all micro-mobility users to maintain safety standards.
Permitted Riding Areas
Roadways: You are permitted on city streets with speed limits of 30 mph or less. You must stay as far to the right as practicable, except when turning left.
Sidewalks: State law allows sidewalk riding unless prohibited locally.
Hartford and New Haven have enacted 2025 ordinances strictly prohibiting e-scooters on sidewalks in business districts.
You must use bike lanes or the roadway in these areas.
Trails: Class 1 e-bikes and e-scooters are generally permitted on paved multi-use trails unless a town specifically posts a "no motorized vehicles" sign.
Summary of Licensing & Insurance
License: No driver’s license is required for standard e-scooters up to 20mph
Insurance: No state-mandated insurance is required,
It is worth checking your homeowner’s policy - some do cover theft and liability for personal micro-mobility devices.
